This looks like the local low-life decided it was an opportunity too good to miss - the question as to how claimants were sustained at high expense without some form of checks (in a reasonable time) arises. I reckon the judges are getting pissed off with it now, hence this waster's sentence.
When there is a major catastrophe like Grenfell, the survivors are likely to have lost everything including passports, birth certificates, driving licenses, bank cards, and every kind of identification. So survivors can hardly be denied help on the grounds that they cannot provide documentary proof. This then provides an obvious opportunity for fraudsters to muscle in. In the long term though, all the individuals involved get their status investigated and positively established. Then those fraudsters get caught out and dealt with - as in this case. Pretty much as one would expect.
