Overseas aid originally used to be that when the richer countries did well, they helped others lift themselves up, like a pebble in a pond. Now it seems to be from this end, more or a political and business tool as well as many charities existing for middle class horrays to feel good about themselves whilst still not understanding it can be seen as modern day colononialism On the other side, Africa in particular, where is the incentives for the leaders to get it right if they can syphon off billions of foreign aid making themselves, their family, their ruling tribe, to get it right for everyone? In many ways, overseas aid is an enabler, only the blind think it enables just the good.
