Problem with politicians these days is they make a speech or bring a change to a law and they think they have actually achieved something. All this change will do is to raise a bit more revenue.
How do they define tailgating, how close at what mph and how do they prove it, you cant measure a gap in motion. Ditto hogging middle lane, how far travelling in middle lane is hogging? Very grey laws, more of an awareness exercise.

It will raise more as they will just stop the same amount of people not wearing seatbelts or using mobile phones and the fines will be higher.
