The government really need to do their job and sort these rules out. I think scooters should be permitted on the roads for anyone over 11, with power restrictions, lights and mandatory third party insurance for a flat fee. Helmets and gloves for under 18's.
I agree. It's ridiculous that scooters are for sale on every high street but are '...only for use on private land...', which everyone knows isn't going to stop anyone using them 'publicly'! Same as the bloody balaclava'd yoofs on Surons...
Common site in Peterborough is scooters 2 up. Crossers and Sur Ons fairly common too. Perhaps it's time for a review on the law with regard to scooters and the age limits that apply.
Unfortunately, common sights here in Brizzle as well. Loads of youngsters on the (legal) rental scooters two-up and/or using their parent's driving licence to validate. Both/either nullify the 'agreement' to use & any insurance included with legal use. Yes - it's time the lawmakers caught up!

i'm glad it wasn't just me, the chosen headlines put plenty of spin on the story, and a total camouflage as to almost certainly what happened. as for the answer to this, it's pretty complicated and although nobody will admit it, it's going to be close to the bottom of the queue as far as "policing" goes I believe.
I would believe right at the bottom.and let's be honest the Police can only react to a serious incident as this one appears. Not sure you can police this preventivly pretty sure the backlash if Police did put manpower to it would be enormous.
Yes, and of course when two teenagers riding dangerously and illegally have the inevitable accident it's the Police who local opinion goes against following social media posts about how lovely the lads were.

It doesn't make it clear, but was the bike on the track and the Police are being over zealous? Perhaps there was at least a race number clearly visible? Was there a race on and the police could be sent some footage?
The problem is that anyone caught using one by the police, on the road, is liable for six points on their driving license. The Cops keep stopping people and they get fixed penalty tickets through the post plus fines. If these are kids, they get the points once they are 16 and eligible to get a licence. The situation never gets sorted out.
People who are under age as far as a driving licence goes, many of whom probably don't even consider a driving licence that important, are immune to the effects of this punishment though..
The points are added to to the kids licences once they are 16. The fines are paid by the parents. People who have passed a test should be allowed to ride these scooters, with insurance. Terrible situation when none of it needs to happen, and the government have had 12+ years to resolve the rules.
so in the link i posted 11yrs and 13 yrs old - i.e. no effect for 5 years/3 years and so very little deterrent at that age/mindset.
Agreed. Though the parents get the fines, so perhaps they will take the scooter away? But the point is that the kids should be able to ride these scooters, as should everyone else.
my first thought was to reply:- "What parents?" Jez - it's a sad old state of affairs and just generalising - i wish we could unravel this mess, but in truth (speaking for myself) a reality check is much needed.
I disagree - they don't have the road sense and awareness to ride them on the road. It's bad enough here when the 18yr-olds ride the legal ones (probably using a provisional licence) on the road. They have no idea about riding a 'motorised vehicle' and understanding the presence of other vehicles on the road
