It's a myth. The water will create a vortex whos direction is dictated by the initial flow. The system is chaotic in that a small change in the initial conditions will produce different results - well in this case one of two results, either clockwise or anti-clockwise. So each time you take the plug out the water will start to flow one way or the other. You can try this at home and even influence the result by creating a small current flow by swirling your finger in the bowl.
