I only say this because a former neighbour of mine that I used to call Mr Thug turned out to be nicer than I thought (after he & Mrs Thug separated). Is it completely impossible to address him directly? I guess not.
That could have serious consequences for @NOODS X if the guy has a concealed cctv camera in his living room window. He could end up being the one charged with criminal damage and harassment himself, which would be pretty unjust but entirely possible. Worst case scenario, the guy has a blowout on the motorway and he could be gripping the tail on a manslaughter charge.

Where’s the incoming mains - pull the main fuse, that would sort him and with regards to parking, buy a cheep trailer and move to where he parks his van, stick a wheel clamp on it and leave it there, neighbors at my mums have done it for years, police and council can’t do a thing, they use it to stop anyone parking outside their house
