If you wear textile gear pour water on the sleeves and let it soak in a bit. Surprising how much heat this takes away when you are riding.
And another option I went for a few year back on one of our Euro tours. If it's really stifling hot, like it was when our leader for the day just used his Garmin instead of planning a proper route and got us stuck in Orleans traffic in 35+ degrees. Is to soak a neck tube in cold water and wear it on the ride. In that heat it keeps you cool for a while but dries out surprisingly quickly.
I agree with the wetted out neck tube trick, helps a lot but surprising how quick it dries out. In real summer heat like we had last week a mesh jacket is the only answer. I tried a Richa vented jacket with all the vents open and other layers stripped out and it was still bloody hot. I also use a wicking T-shirt and Roadskin jeans. Avoid towns and cities of course and keep the wind blowing at you as fast as possible. I rode everyday in the heatwave last week.
