Hi, its the plastic clip that holds the lid of the pannier tight to the base.1 in the front and 1 in the back,think they were added at a later date due to the pannier's leaking water.
I have news for you ...... I'm sure there was a modification to the panniers which included clips and a new seal .... this is available as a kit from Ducati dealers .....Obv has the parts in the kit you desire ....... I'll see if I can find the mod number or part number
The panniers and top box were fitted as standard on the 2013 Multistrada 1200S GT version (same panniers and top box/rack etc. from 2010-2014 until the DVT model came in) and all the parts are listed in the parts catalogue - see https://www.bike-parts-ducati.com/ducati-motorcycle/Multistrada/2013/Multistrada_1200_S_GT/372
The clips come as a full set and cannot be bought as singles,so a bit expensive at £50 for a plastic clip.
