I have a 1992 750ss as a project cafe racer One of the small bolts has broken. It holds number 3 It's a hollow bolt, does it have to be OEM? Or can I use a normal brass bolt?

This happens frequently as std screw a little under par for the job, have seen replaced by both brass and st. steel screws over the years.
Memory shot and not at home to look at one, but the main needle passed through it at idle position and it's merely for clearance, nothing fussy about the diameter apart from this, so yes, needs to be part-hollow. I couldn't find an actual sectional view of a BST 38, but this gives you an idea:-

There's a diagram and picture with the first post ^ i'm not quite sure what you mean Flatline - I was trying to give you an idea of how (generalising) the main needle needs to travel quite a distance and so needs to "park" in a position that requires clearance.
