Don't all these restrictions, current or potential, simply encourage the purchase of older bikes (EU4 or earlier) where oem systems were nice and fruity and weren't stamped "not for road use" or "track use only"?
Spot on Stanford, the 1960 Matchless G12CSR and '66 R.E. Conti.GT with standard "silencers" would both near drown out a Termi. equipped 916 SPS. Life was a wee bit more simple and tolerant in the '50's and '60's.
I think its the yoof,on their 125,s with Austin Racing cans, going everywhere at 9,000 rpm which are the problem ,bloody deafening ,
