Worthing to Boxhill and back through Ockley, Ewhurst, Cranleigh, Dunsfold, Petworth and Whiteways. I was just thinking that myself as you posted. Google says it’s a Public Space Protection Order (PSPO) I’m guessing to cover anti social riding, noisy exhausts etc?
Again from Google. A public space protection order (PSPO) can give local councils and police additional powers to tackle anti-social behaviour in specific locations to regulate activities that are having a detrimental effect on the local community. The PSPO is enforced by police officers, police community support officers and council officers. A police officer, police community support officer or council officer (JET officer) can instruct a person to stop the prohibited behaviour in the PSPO area and/or require them to leave. Failure to comply could result in a fine or prosecution.
Probably the monitoring of driving by the Police is the beginning, with noise being an obvious flash point. Once the "problem" has been confirmed by Police, CCTV cameras, noise meters, etc follow rapidly. The same happened in Stoke in an area "plagued" with cars cruising the roads...

No need even for Police....had this letter last year after an early morning start when my Son and I went on an all day ride. I always insist he warmed his 2 stroke up correctly before setting off. The neighbour opposite wasn't best pleased, I received this a few days later....
Good luck to them proving the noise amounts to a Statutory Nuisance! That goes beyond it being just annoying, and should account for how often and for how long. I would very much doubt warming a bike for a few minutes on a few random days would ever surpass that threshold.
They'll be waiting a long time to catch him again, he rides a 4 stroke now when he's home from Uni for study leave. I was going to reply to the letter but really hadn't the inclination.
