They still have to wait for recovery, same as everybody else, even if there's no investigation to complete. If you add in the investigation if there are injuries and/or potential vehicle defects or driver impairment causing the incident then there's a lot to do with minimal workforce. Of course you are always welcome to take on the role if you feel you can do a better job than them
Frankly from what I regularly see, anyone could do a better job. Whoever does the recovery should be tasked with a very fast response time and paid accordingly. When the motorway is restricted or closed for hours it causes huge problems for thousands of people. Opening the roads should be prioritised imo. A couple of weeks ago on a nearby dual carriageway the police were in attendance at a broken down car. This incident was on the off ramp, in the nearside lane. No one was hurt, there was no damage to investigate. There was a very wide hard shoulder which could have accommodated the car easily and therefore reopening the lane was easy to do. Instead four police cars with eight officers stood around talking. Between them it would have been easy to push the vehicle out of the way, and common sense says that was the best approach. Unfortunately the rules or the attitude are wrong and the congestion is left to build up. I would do a far better better job than these clowns!
