Maybe getting more accurate now that GPS is widespread, used to be as a safety factor to read between 0 and 10 % fast so they all erred on 10%...

They are usually 10% high by design - so you don't go speeding everywhere - GPS will always read 10% lower in virtually any vehicle

If you mean paint off and polish the aluminium by hand - a very long time, I tried with Escort RS2000 alloys and gave up
