Incorrect. The small piece is used to secure the adjusters on the swingarm (in addition to the bolt in the front).

Check that the key detecting ring is properly in its place inside the ignition switch cover. Also check the antenna connector is properly plugged...
Most likely doesn't have a pin on the rear to secure it on the subframe, so will look like crap with the end pointing up...
