The cost for my Fleet policy has gone through the roof this year, any recommendations for a policy for a road bike (1098R) and theft insurance for garaged (not riden) bikes?

Depends on value and number of bikes, Footman James is one of the cheapest for laid up usually - but you can get objet d'art insurance if a larger value / collection which is more cost efficient.
