Try ifunbox to browse the file system on the phone, you should be able to get your photos etc with that. And there's a windows version ;-)
If your just using it as another phone, use Sev's method above to restore in DFU mode. There is a knack to getting it into DFU, but its easy...

If you restore you WILL loose everything on the phone....unless you have a backup in iTunes or iCloud. I'm guessing the whole idea is to recover...
