Thanks @Lumbux judging by your picture my shock was installed upside down, the bottom bolt has been "modified" so the nyloc nut was held on by one...
So a bit more progress made. Finally got the rear shock off. The top bolt came out ok, but the bottom bolt had rusted in to the bearing. So...

As AL says there should be a big green O-ring that goes on under the neck ring. They are a complete PIA to fit but as they are supposed to stop...
