It's a trim setting. In layman's speak if you twist it you move the whole fueling map; up, or down. It's definitely not something to mess with...

not unless it comes with a linkage. This shifter is what I have on mine. It goes DIRECTLY onto the gear shift Pinion. Not onto the rearset carrier.

Any setting will likely be a bad start for you... Different track, different tyres, different ride weights and style I would let it do it's thing,...
Heating oil has a relatively high flashpoint. so unlikely to be an issue, but Caveat emptor ! A simple pump like this is probably ok to use......
