Have you spoken to Trading Standards? You should be able to get advise from them on what your rights are.
You can adjust the power to high in touring. I just did mine as I prefer the power delivery for motorway miles.
I stuck mine in place with a squirt of silicone.
Get a short one and spray it black on the inside and job done. This is what I did. Alternatively, cut one down and spray.
You could always let the buyer have a picture of the key and they could get one cut by the guy on Ebay.
