Don't agree at all. Small screen = low res (720p), large screen = hi res (1080p). But slow fps can look rubbish on a small screen or a big screen.
Forgot to say that in playback most humans cannot detect anything faster (more) than about 30 fps.
The more fps the smoother the video. If you think of each frame as a picture then is you shot at 2fps (not possible) the video will be very jerky....
