Fit the ExactStart cables properly and put some fresh petrol in and it will start beautifully. Don't touch the throttle, so the ECU can sort out...

iirc, the tickover screw on these is right up between the carbs and needs a v. long screwdriver to access it from behind the front wheel
My injection 999 has a fast idle lever, so even if it's an injection bike, you would be able to increase revs if you have one of those
If it's a carb bike, he could try using the choke lever to increase the revs enough to limp slowly home
