I repeat my earlier comment, grinding paste will show weather the valve is seating, do not rebuild and run with that barrel, you're asking for...

There is a company that might be able to re coat the barrel, @Chris should know, Langcort or something similar.
Well that's one of your problems anyway. That'll account for the burning oil, still the possible bent valve to sort.

It will save having to turn the nut over all that rust and the nut will still go back on the threads left.
The belt adjustment looks close, don't know how you'll sort that as it looks to be adjusted the correct way. Steve

It might help if you cut the rusty threads off level with the nut heads.
Clip the ring end of another spanner into the open end of the spanner on the nut for extra leverage. If that makes sence. Steve
