Disconnect, de-oxidise, dielectric grease snd reconnect all cables in the starter circuit, so battery to relay to solenoid to starter to earth...

Get a multimeter, set on dc volts and attach the probes to the battery terminals. Read the voltage, should be 12.4v or there abouts with nothing...
