Possibly been a race bike if the wiring has been removed, often done for weight saving? Others will know more, or correct me, for sure
Exhaust looks like it's got baffles in, they should be easy to take out, 2 screw bolts underneath
Assuming was / is a track bike, I have similar baffles in mine
