Odd! As I said not all wiring diagrams are 100%. Strange no pin 24? If the bike is running ok ECU must be getting a signal from the crank position...
So just to recap, the green grey wire leaves pin 12 ECU to the tacho and is ok and no short to earth ?
Is this on the ECU plug or connector above battery?
Pin 12 to pin 19 at 0.1 ohms doesn't sound correct. Still sounds like the output is being dragged down.

I apologize , some wiring diagrams are different. Try pin 12 to tacho ohm setting. Or you have dead short from pin 24.

Ok, battery off. Set multimeter to ohms and check that the wire has " continuity" therefore no breaks or a short to earth. Test from one terminal...

Pin 24 on ECU to rev counter? Battery disconnected. I take it you have a wiring diagram?
One step at a time and process of illumination! Check spark plugs ,see if you have spark.
Have you bell'ed the circuit for continuity ? Lots of advise from posts above.
