why cant the swing arm go any lower......because of the floor? maybe you need to lift the bike higher so the swing arm can go lower then it would...

So your rear eccentric appears to be the correct side of the horizontal which is a good start........apart from the rusty chain covered in shoit!
or the even softer one to be precise.....they were still on the proper gp softer option...

take a picture of the sprocket side of your bike take it at sprocket height to show us where your eccentric is positioned.
