I might put anti seize on knackered car calipers where the pad rests but never found the need to put it on the back of the pads. I know the theory...

The bolt reminds me of a 1098. Blind hole in the swingarm and the bolt head right in the line of fire from the rear wheel.

Oil pressure gauge is certainly the next step, but did you have the oil pump apart, and if so was the pressure relief valve located correctly?
