It's completely f**king stupid... I've just gone and bought a cheap 600 so I can actually do some trackdays this year, I did Silverstone last year...
I reckon it also depends what you were riding before too (regardless of skills or lack of)... if you've come from 600 then an 1199 would probably...
Is it because you have the standard cans on?? I read somewhere (probably on here) that the "agreement" to let Pani's on when they fail only...

Wish mine was that cheap!! I've got a standard 1199 and 8 years no claims and mine's £600! but then I did the online thing and didn't call...

Mine don't come with baffles and you can't fit them, as many have said on here the sound is deeper, it's probably slightly louder but in no way...
