Have posted ECUs abroad using Airmail without any issue. Most recently to Israel. I can test the ECUs for you.
Relay
Looks like the Nemesis uses CAN protocol to communicate through the central connector...

The USB lead with the 3 way male Superseal connector is the programming lead for the TCS
Electrical gremlins normally means new ignition/coil/pump relay
The most likely culprit will be a relay. Cheap to replace.
