I'd expect the filter to give you problems in the higher rev range but blocked filter or perished fuel lines in the tank can give strange symptoms

If you locate the yellow relay that operates on the sidestand under the LH fairing remove it and put a solid wire across 2 of the connections...

I don't think it is - it's a delay tactic, 2nd hand market will be controlled by dealers balloon values and everybody gets lumbered with zero...
