Pretty sure that the speedo unit is clamped up when the spindle is torqued up and doesn't float. That's how it was on my 748 and 916.
Sounds like fairly normal behaviour. Notchiness could be due to wear in basket or drum or stack. Have you greased the balls and ramps?

New ones have an allen hex drive that shears off when fully tightened. No need to use the two nut method.
