The brake is inherintly shite so there's probably nothing wrong with it. Try removing the caliper and bleeding ibefore trying to rebuild it.

Hi George. Check the earth lead is not corroded. Probably the battery is past its sell by and, as you say, cold and lack of use has killed it....

I change the belts on my track 749R every 3 years. I never touch it over the winter and, so far, all has been fine.
I am potentially thinking of a trip out tomorrow...maybe...if it ain’t too cold and wet...possibly..perhaps.
