Don't see why not. The pads bear on opposite faces of the disc so do not need to be exactly symmetrical.
It's basically a a bit of a tricky access job. Depends how tight the rings are but it may be easier to remove the shock and loosen them on a bench...

Did they look t it before they bought it? If so, it must have been a very low price with that sort of damage.
What would you want for the wheels? Do they have discs and cush drive?
