Added to the fact they don’t harvest nor revenue personal data like that, most ‘black market traders’ never register the vehicle in their name....
It’s incredibly difficult. Even for the govt, use of personal data is restricted. And a person and a company are often very different.

I’d like to see evidence of that connection. As I have friends who have developed the DVLA system and worked in HMRC and aren’t aware of any links...
