Clamp it in a vice and bench test it for operation then at least you can rule out problems in the starter button, relay, solenoid, cables etc.
Check that you have the correct clutch springs as well and that they are exerting sufficient pressure. Old springs can compress over time and...
Shed loads left there, I've got way more than that on my 748. Might be worth taking the plates out though and having a good general clean round...
