I'd start by replacing the fuel pump relay. It supplies power to both the fuel pump and the injectors.
I doubt it, I'm not aware of any Ducatis that do.
If it's gummed open disconnecting it won't make any difference, although I'm not sure if it defaults to fully closed to fully open when not power...
