I doubt if it could be cleaned, they seem to be pretty sealed up apart from the holes for the fuel to get through.
Yes, it just wedges between the top an bottom of the tank. When you are putting it back in make sure you fit it the right way up.

No good. They won't get in below the cam housing and you can't use a torque wrench with them.
Heat is used to soften Loctite so I'm not surprised it doesn't work. I don't see any reason you can't safety wire them.
I've always got on fine with an old socket welded to a ring spanner.
