The spacers are at the top of the strut where it attaches to the frame plate.

Flatten it back with 1200 wet & dry then polish it very lightly with T-cut. Don't overdo the polishing or it will end up gloss again.
Not that I've ever noticed. It shouldn't affect their operation anyway and will probably clear when the weather warms up.
