No, I use DP or Guibellini and none lock into the axle.
Get a decent quality stand with a bearing mounted pin and it'll be safe as houses. Never had a faller.

Make sure the rear wheel is aligned in the arm properly. The marks on the arm can't always be trusted so measuring from the swingarm pivot to axle...

Iirc, Panigale kit doesn't come with air filter, just the UPMAP key. You looking for supply only or a fitted price?
Most of the earlier 748 had the adjustable steering angle... my '98 BP had it. The fixed head came along with the 748E iirc.
