Fouling can occur within low miles. Another factor could be cylinder compression. A compression test will negate or confirm.

From the photo it looks like a fuelling not spark plug issue, bike running rich and causing dry fouling.
If you can split the casing. Use some isopropyl alcohol to clean the contacts for the LCD display on the circuit board and the rubber conductor...
