You could call it a thickish spacer and it should abut against the step in the spindle where the diameter is larger. The speedo drive will not...

This is not a concours bike, it is for riding, to the Manx next year in fact. So WD40 + wiggle = working steering lock :astonished:
It's the kind of repair only worth doing if you have the whole thing apart. All I can think of doing is squirting in some WD40 and wiggling the key.
