No definitely not flush "factory standards" usually ~4 rings showing but as the top yoke slopes it's difficult to gauge exactly, if you have a look in the user manual there should be a technical description with accurate measurements of how to set em.
standard forks are DEFINATLY not flush with top yoke as @Tobytyke said should be 3 or 4 rings though the top. that picture you have has after market yokes on it so no where near the same as yours.
