Because you live in the UK! At one time it was a court or a police officer who was able to fine people, but someone with knowledge and training. You now have the situation in the UK where some spotty faced youth with no education can get a job with the council looking at a CCTV screen and writing out parking tickets for anything that he sees on his monitor.
