Don't just throw it on the ground. Cats are particularly susceptible to it, they seem to like the taste. It is very poisonous even in small quantities. If you spread it around the garden you could be killing off your neighbours cats as well as the local wildlife.
We have a dog and cat so I wouldn't want to spill any - the comment was tongue in cheek Seems a bit strange that the council don't want to take it (can't be any money in it I guess) I'll leave it by the oil recycling and scurry off before getting caught
