She may have been recorded on CCTV, but even if she was actually seen at the time she jumped/fell it would take a fair amount of time for the ship to turn back to where she went overboard. In that time she would have moved, probably a fair distance, due to wind and tide. Trying to find an object as small as a person in open sea at night is incredibly difficult - trust me, I have a fair amount of experience.
