Quite. This is the essence of politics; almost every decision has a downside, and every one of the available options will leave somebody dissatisfied, poorer, unemployed, or dead. Politicians are those who are willing to shoulder the burdens, take the decisions, and suffer the opprobrium which follows whatever their decisions may be (which always outweighs the gratitude of those who benefited). The worst politicians are the ones who refuse to take the difficult decisions, not the ones who do take them.
