The filler cap assembly sits on a rubber seal and if it has never been disturbed before from new perhaps it is "stuck" to the rubber gasket. It may need a bit of gentle persuasion to free it. The pipes and wires stop it from moving far, but they should not stop it from moving at all. PS. Whatever you do, don't drop any of the six screws into the orifice!
