In the days of the Soviet Union, borders between the 15 member states could be and were altered easily. For example, Crimea was transferred from Russia to Ukraine in 1954, at the behest of Nikita Khrushchev who was himself a Ukrainian. When the USSR collapsed and the states separated, it was extremely surprising that the Russia/Ukraine border was not adjusted into a sensible alignment at the time - and it was inevitable that it would have to be adjusted at some later date. That is the process we are seeing now. What a pity it couldn't have been done peacefully by agreement.
