There are some areas where the terrain is so rocky that on the roof is defo justified. South of France and Corsica for sure.
I've camped loads in the south of France and it can be a peg bending experience. That said I never had to buy a roofie nor have I seen "Tente sur le toit" for sale in Geant Casino in the Bai d' Ange
Dead right, the last time I pitched my tent in the south of France (Nice) the owner of the campsite came along with a hammer and chisel to nail a hole in the ground so that I could put my tent pegs in! The earth was like concrete!
