Funny you should say that .... I did the MOT on the family runabout last year and got an advisory that I'd never seen before . " Number plate partially obscured " , or some similar guff .... but it was just a bit of fogging between the plate layers . I pulled the gaffer on it , and asked how it had any bearing on the safety or road-worthiness of the vehicle . And I wondered what the official test procedure was on that point . Perhaps ANPR was at the root of it ? The plate has an 8 , 9 and O in it ..... so maybe they are difficult for the system to distinguish if they're not clear ? { Mental note to self .... do not wash number plates }
